Why Top Layer

Your building is an asset.
We protect it like one.

Active industry memberships. An experienced leadership team. In-house technical expertise. An independently supervised safety program. These aren’t milestones we’re working toward. They’re the foundation Top Layer was built on. Here’s what we hold today and how to verify any of it.

The Founding

The discipline of long-cycle specialty contracting, applied to commercial roofing.

Top Layer’s president, John Payne, brings decades of experience building specialty contracting operations, including founding and growing a Texas-based contracting business through a successful exit.

The same systems-driven approach now governs how Top Layer builds, documents, and manages commercial and industrial roof assets. Engineering discipline, documented execution, and accountability at every level. The standards we held before are the standards we hold now.

Our Foundation

Four Pillars. One Standard.

Top Layer is built on four credibility pillars that most contractors take decades to establish. We built them from day one because we believe the foundation of a roofing company matters as much as the foundation of the roofs we manage.

Honest Assessment

You’ll know exactly what your roof needs. And what it doesn’t.

Before we recommend anything, we measure. Documented inspections, moisture surveys, infrared scans, core samples where warranted, photo records you can keep. You get a diagnosis backed by evidence, not a sales pitch dressed as a quote. If your roof needs less than you thought, we’ll tell you. If it needs more, we’ll prove it.

One Team. One Promise.

One contractor. One point of accountability. Start to finish.

You shouldn’t have to project-manage your own roof. From the first inspection to the final warranty paperwork, you have one team responsible for the outcome. Insurance back-and-forth, manufacturer questions, schedule issues, punch-list items. They’re our problem to solve, not yours to chase. The buck stops with us.

Built to Last

Done to spec. Done right the first time.

We work to the manufacturer’s specification, not to the lowest bid that won the job. Every layer gets installed the way it was engineered, every detail gets documented, and every crew is trained to the same standard. We hold our work, and our job sites, to a higher bar than the minimum, because that’s what builds roofs that last.

No Surprises

You’ll never wonder where your project stands.

Status updates before you ask. Site visits documented and shared. Punch list closed in writing. Schedule changes communicated the day they happen, not the week after. And after the warranty starts, we still pick up the phone. The small things are how trust gets built, and we run our projects like they matter.

Coverage

Insurance.

Top Layer carries full commercial General Liability, Workers Compensation, and Excess Liability coverage. Certificates of Insurance are issued for project-specific scope on request.

Our Commitments

Two commitments. Both non-negotiable.

Every project we install is backed by two things most contractors talk about and few actually deliver: a fully warrantied roof system, and a job site run by people credentialed to be there.

Fully Warrantied Systems

Every roof we install is fully warrantied.

A roof is only as strong as the warranty behind it. We install systems backed by the manufacturers and trade standards that stand behind their work, and we deliver the documentation that makes those warranties real.
What that means for your project:

Manufacturer warranties registered in writing. Every project closes with the warranty paperwork in your hands, not a promise that it’ll arrive later.

Systems installed to specification. We work to the manufacturer’s published install standards, not the lowest interpretation of them. The warranty terms only hold if the install meets spec.

Documented compliance. Photo records, test welds, attachment verification, and inspection sign-offs. The evidence that backs your warranty if anything is ever questioned.

Workmanship coverage on every system. Beyond the manufacturer’s material warranty, we stand behind the installation itself.

Maintenance protocols included. Most warranties require documented maintenance to remain valid. We provide the protocol, and the option to deliver it.

What you’ll know before you sign: Warranty terms vary by system, manufacturer, and project specification. We walk you through exactly what’s covered, what isn’t, and what triggers a claim, before any paperwork is signed. No surprises in year fifteen.

Safety First

Every job site is run by people trained to be there.

Roofing is consistently among the most dangerous trades in the country. We treat that as a daily responsibility, not a marketing line. Every Top Layer project runs under documented safety protocols, fully aligned with OSHA standards, and supervised by people whose job it is to make sure those protocols are followed, not assumed.
How we approach it:

Trained crews on every project. Site supervisors and field workers are credentialed to the standards their roles require, and we keep that training current, not just on file from years ago.

Independent oversight, not just internal claims. Our safety program is supervised by a credentialed third-party safety consultant. Outside accountability catches what internal teams miss.

Documented protocols, applied daily. Pre-task planning, daily safety briefings, hazard identification, and incident reporting. The systems that turn safety from a goal into an operating standard.

Full OSHA compliance, every project. Fall protection, scaffolding, ladder safety, confined space entry, hazard communication, and hot-work protocols all run to OSHA standards on every job.

A culture, not a checklist. The crews who care about doing it right are the crews who do it safely. We hire for both.

Why it matters: Safety isn’t a marketing claim. It’s how disciplined contractors operate, and it’s how good roofs get built. A safe job site is a disciplined job site, and disciplined job sites build roofs that last.

Verify Anything

Verified Credentials. Measured Results.

Every certification, membership, and qualification we claim is verifiable through the issuing organization. Every project we deliver is documented in writing, measured, not promised. We respect the time you’d invest confirming our work, and we make it as straightforward as possible.
